Origin[]

After the end of the two great wars and his career as an adventurer, former U.S. Navy Captain Jim Lockhart, opened a naval company the Lockhart Navionics which earned him a vast fortune, with that fortune Lockhart along with Elsa Magnusson created the Windward Home, a mobile maritime city which would serve as a peaceful place of research and education.

Elsa Magnusson called scientists and scholars from all over the planet to work on things that would change the world, in an environment where they would not be subject to the laws of any nation, since the Windward Home was operating in international waters. The research of scientists ranged from technology to witchcraft.

Infinite Crisis[]

After Atlantis was destroyed by the Spectre, some Atlanteans, the ghost of Vulko and the Sea Devils take refuge in the Windward Home.

Sword of Atlantis[]

When the Dweller of the Depths disappeared, the new Aquaman and King Shark went to the Windward Home asking Vulko, to help them find the Dweller, but soon found his dead body.
